For a quick solution you can lay down the patio blocks which come in all sizes and then put up a frame with lattice. You can plant flowers such as clematis( perennial) or morning glory, (annual) to give you some color. Be sure to start with a tamped level surface so a base of sand about 3 inches before laying the blocks would help. Once the blocks are laid you can brush in a mix of dry concrete and sand to help seal the cracks so weeds and ants do not come up.

If you want to skip putting up privacy screens, there are planters with lattice trellises attached, which you can find for sale online and at some garden centers. A couple of them, strategically placed, would make a nice home for some pretty vining plants.
