The best way to wash walls painted with latex paint is to use warm water and a nonabrasive all-purpose cleaner. ... If cleaner (or white vinegar and water) doesn't remove the grime or stain on painted woodwork, wipe the woodwork with a rag dampened with rubbing alcohol.
Hello Angie! Yes you can clean walls with vinegar and warm water. The smell will dissipate and take any bad odors with it. https://www.wikihow.com/Clean-Walls-with-Vinegar
I use 3 tablespoons of vinegar to 1 gallon of warm water.
I use the two bucket or pail system. Car was sponge and a vinegar water solution in first bucket and plain water in second bucket. Dip in vinegar water solution, wash wall, then wring out in plain water bucket.
Dust the walls first
It's amazing how dusting first cuts down on the dirt you will have to scrub off.

To create an all-purpose cleaner for windows, counters, and kitchen fixtures: Combine 1/4 cup cleaning vinegar and 2 1/2 cups water in a spray bottle. Add 1/2 teaspoon dishwashing liquid. Shake well to mix and label the bottle. To use, lightly spray the soiled surfaces and wipe away grime with a lint-free cloth.
