If small, dig out a bit with the edge of a putty knife, then patch with spackle. If large, dig out more and use drywall tape and patch.
You can use a paintable caulk. Be sure to out a bit of primer on it before adding your final coat.
Another option would be to use drywall corner bead. It comes in both plastic and metal. You apply it to the corner then use joint compound to finish it (find videos on YouTube). When you’re done put some drywall corner protector on so you won’t have this problem again.

You would need to cut out the drywall paper in the corner. Use drywall mesh tape in the corner and no shrink drywall patching compound. Sand smooth, prime, and touch up paint.
