While it is likely a big job, remove the tiled floors especially if you're covering to hide it. There is likely an underlying problem if the tiles are cracked, such as the subfloor is in poor condition or the tile was installed incorrectly.
Laminate floating floor can go over any existing flooring except carpet. Use the manufacturer recommended underlayment. Tiles would need to be removed for any other flooring.

They took out the bad tiles and poured in concrete leveler into the newly created hole. That left an ugly but very stable surface. Then luxury vinyl planks were laid right over top. In this instance the decision was made to upscale to taller baseboards so the old ones came off before installing the new floor and new ones were installed at the end. They could have taken the old ones off in advance then simply reinstalled them OR left the original baseboards in place, installed the floor on top then put cove moulding or quarter round along the perimeter. You do have to be prepared for adjustments in floor height so if a door was tight to the tile it would have to be sanded or planed back to allow for the added floor height and transition pieces can be used on the floor to take you from one floor height to another. So YES absolutely it can be done.
