Remove the infected leaves and spray with Neem oil.
You must remove each infected leaf and put it immediately into a bag. Do not touch the other leaves with the black one. Take off all that have any black in them. Wear gloves and clean the tool you use after. A time consuming job. My bush looked denuded, but it came back fine. It still bloomed without leaves.
