Use old Pallets in a brick fashion to cover the area.
If you are going to put in the time and labour in building a swimming pool deck, use proper materials that are manufactured and designed for use in a very wet area.
I would not think that old pallet wood would be suitable for this project, as they are not level, nor correctly treated to repel water and to avoid rotting.
Cheapest priced materials are not always the ones with the most longevity or ones that have the lowest maintenance.
