How to remove screw with top broken off?

Rusty screw with top broken off, how to remove. Just the shank is still in the opening and is rusty. Need to attach my license plate

Use a raw potato . Just push it on broken screw and turn a few rotations. Then you will be able to grab with a needle nose pliers to remove rest of screw

  the screw is down in the opening, nothing for the potato to touch

Drill it out it should fall out the back .

  Kathy, that worked. Now will have to go to the car dealership to find
  new screws to fit. Nothing we have will fit.....
