    That's decopage, but cannot wash it or get wet

    The reason ModPodge can’t be washed is because it is water based, just like Elmer’s Glue, and it will dissolve.

    You could transfer a photo or cartoon from the paper, by coating the front with white glue or ModPodge. Let the glue almost dry and cut out the part of the picture you want. Then lift the glue which will have only the ink stuck to it. Pleas the glue part against the cup or paper (I recommend practicing first anyway) and the ink will transfer to the new surface. If it looks like you want it to, then spray the item with oil-based polyurethane. This will make a cup sink-safe but not safe for a dishwasher. At least, give it a try. As kids, we used to put characters from the Sunday Funnies in Color on our arms.
