You can sand and stain, seal sanded, or paint.
CeCe...Clean well, prime and paint. You can also purchase paint with primer already included. I would suggest removing all doors and drawers and would mark so they can be replace from exact cabinet they came from.

Painted or stained? If stained, prep well and use a gel stain.
