What's the best way to clean aluminum?

I have an aluminum stair railing and it needs cleaning, also has paint splatter from painting the balasters....

Use stripper to remove the paint. Then clean
Vinegar does a good job of cleaning aluminum. You can put a clear car wax on the aluminum after cleaning to protect it, You nay have to lightly sand off the dried splatters first.
Steel wool may scratch a little so maybe try it in an inconspicuous spot first. Aluminium can be painted with aluminum paint if you desire.
