I would use a steamer.

I scratched the wall paper then using a damp hot rag I held it over an area of the wall paper for a bit then scrapped the wall paper off. It took awhile but it was a small room and I didn't want to rent a steamer.

I have found success using a spray bottle filled with hot water...spraying water over a lot of the paper and waiting at least 15 to 20 minutes depending on how many layers you have then using a scarper to remove wet paper....the only way this would not work as well is if there is paint between the layers of the wallpaper..there is a product called DIF designed for the removal of wallpaper but I have always used the hot water method....
