Hello Jean! You can wash all the walls, windows, and trim with vinegar and warm water. Vinegar is good for taking out the smell of cigarettes. If there is carpet you will have to clean the carpet. You can use vinegar in the rinse water after you clean. The vinegar smell will dissipate within a day or so. If there are any blinds, shades and curtains those need to be cleaned as well. You can rent a ozone air cleaner and run it for a few days. No one should be in the house when using the ozone cleaner. Professional cleaning services will run an ozone cleaner to get rid of all sorts of smells. Our neighbors had a furnace leaking fuel oil while they were gone on vacation. We had to call the cleaning service to help get rid of the smell. It was bad. The ozone cleaner took care of it.

Above suggestions are great. Just be prepared to remove carpet if smell is there. Suggest replacing with solid vinyl wood look strips. Better for rentals, less maintenance and trouble.

You may have to paint it with Primer first, then regular paint. If you prime, use Kilz primer as it is the best. Also everything you don't paint will have to be scrubbed with deodorizer such as vinegar or Simple Green : windows, floors, walls, sills, cabinets, drapes etc.

Clean all walls and ceilings. Remove all carpets and padding. Paint walls, ceilings and floor with an odor sealing paint additive. They can be ordered off the internet. Then paint normally.
