How to make a sandy beach for a wall with out having sand everywhere?

I am doing a theme wall in a small bathroom, and I would like to have it look like a sandy beach. I have two small chairs to hang, like they are sitting on the beach. What would be the best way to make the beach? Cardboard covered?
