Beverley...You can use wire, vinyl, wood, chain link...lots of materials.
Consider using pallet boards.
Or how about wooden paint stirrers from your local paint dept.
Is there a drop? Could someone fall? If so, there are safety codes for height.
No it's building up on a wall
If you're referring to just decorating a wall to look like there's a fence on it you can paint one on using a stencil or if you want a little 3d effect on the wall you could nail on a piece of lattice, maybe painted white. Have fun!
