How can I eliminate the water problem in my back yard?

It was not like this in the past. The roots are exposed and we can not mow the area if the grass would grow. I would like it to be a seating area to get out of the sun and yet be outside.

Add dirt. It buy a long PVC PIPE CUT TOP OR DRILL HOLES IN TOP N BURRY HALF IN GROUND. MAKE SHORE U Angle it going downwards out to the street so you want to bury it the rest underground this way when it rains it although in the pvc pipe and travel out to the road. SINYLADYRIDER. APRIL2019

  • Skip the grass. Install a border and fill with mulch. Will be pretty to look at and no mowing.

Is the water coming into the area from uphill somewhere? If you don't want to build a French drain system like Filomeana suggested, you can try regrading but if the water problem is caused by the grading of houses around you, regrading your own yard may not be enough to solve the problem.

I would build a raised platform over a bed of crushed stone tamped into the soil. I would rest my platform (made from pressure treated lumber to be rot resistant) on concrete piers. There are all kinds of videos and directions available online that will walk you through the steps to build a free floating platform/deck. I like DIY Network, they have a video and step by step written instructions with photos, too:
