If you're in a freeze thaw area , you'll need to dig down, install gravel, use a vibration tamper before adding a sand layer. Then place bricks in your desired pattern (some cutting may be required), and spread sand . Vibrate compact again. Fill with more sand. It should not come to top of brick edges.

Note that sand will attract ants. You can use polymeric sand, instead, sweeping lightly into joint areas, then wetting it down after you've filled joints and vibrate compacted.

Dig down about three inches into the soil. Lay down landscape fabric. Pour sand on top and level it. Lay your bricks even with the ground making sure they are level. Pour sand over the brick and sweep into the joints until no more will go. Mist the surface with water. Add more sand if needed.
