How can you refinish cabinets in modular home that have contact paper on?

If is is actual contact paper, just peel it off lightly sand, prime and paint
Be very careful when sanding, you do not want to remove too much of the cabinet. Just enough to get it rough so primer will hold. Make sure you get a good bonding primer and a good acrylic paint. Use a sprayer if you can, if not use mohair rollers.
