Paint walls, new towels, new rugs, new shower curtain. I added a small plant on the back of the stool and also put a lamp on the vanity to help with lighting. If funds permit, maybe a new light fixture for over the mirror.

You can take some close up pictures of flowers or shells with your phone and have them blown up and buy inexpensive frames to hang them in ...New floor, we used peel and stick wood look vinyl planks , did our bathroom for about $45 !
