Dig a whole were you want them and just plant it move over the mulch
I would only have a light dusting of the plastic mulch around them, so that they're mostly in the dirt underneath.
if you are using a plastic mulch film, cut an"x" in the plastic, plant your plant in the "x" make sure the flaps are put back in place.
You'd need to scrape back the mulch, then dig a hole, plant the plant and respread the mulch
