I find that dogs generally want to urinate on whatever is tallest to spread their scent, so perhaps you could try to provide something else attractive for them to urinate on. Even a tall stick next to your plants might draw them away.
My dog liked to sniff and stomp and circle my lettuce before hunkering down to urinate. I found that surrounding the plants with rocks made it uncomfortable and he stopped.
