Depends on how old and stuck it is. We have painted right over it. I would try a small area first and if it bubbles out, meaning the wallpaper is releasing from the wall, then you have to remove the wallpaper which can be a chore sometimes
It has to be completely sealed, no seams showing. Then clean, prime, and paint. If you want to remove the paper, I can give you pointers. I've removed it from probably a hundred rooms so I have it down to a specific process now.
