How do I remove dried rustoleum on vinyl siding?

Rustoleum is an oil-based paint so there are a few things you can try such as mineral spirits or paint thinner. Just be careful that it doesn't pull off the color of the paint. If you use a clean paper towel or cloth for each swipe, you should be able to see the color. A less invasive way would be to first try a grit style cleaner like Bar Keepers Friend or a scrubbing pad. Again be careful of the vinyl. Sometimes paint will actually chip off easily because without a primer it won't hold well. One more idea is to try acetone. While I've never had this problem, these ideas have worked for others. Wishing you the best.

Try bleach

You can take a scraper and very carefully try to scrape off most of the paint. If the siding is vinyl it will be colored all the way through and should not show.

I’ve tried bar tenders friend with a scrub brush and it did nothing I’ll try acetone next

I had another thought about what your best course of action might be. Since you know the who is the manufacturer, I'd suggest giving them a call to see if they have an answer for you. If the siding is fairly new, you might even be able to get help from the supplier or the installer. I hope this extra tip can help.

I went looking again for something to help you. This time I used oil based paint instead of Rustoleum after searching Rustoleum's website trying to find an answer for you. This one has removal ideas for latex paint, oil-based paint and spray paint. Maybe one of these ideas will work for you.
