Many years ago I was given three pieces of a green leaf ground cover plant with a yellow flower. It has taken over my garden. I have spent thousands of dollars to have it removed yearly but it keeps coming back Any suggestions for a fabric ground cover or anything else that will suffocate and killed this horrible plant. Any suggestions will greatly be appreciated.

Buy a heavy duty ground cover with ground staples. Cover the while thing with the ground cover and do not plant anything this year. Leave the ground cover on next year and cut an x in it where you want to plant.
What can I use to kill the roots?
You can make pet/child safe weed killer. Here is a video on how to make it. This should kill the entire plant including the roots. There are many others on YouTube.

You need a non-selective systemic herbicide. That means whatever you spray it on, the leaves will absorb the chemical and it will travel through the plant's phloem (vascular) system and kill it all the way to the roots. Despite what labels say, this is not an instantaneous process. I have used the vinegar/salt/soap solutions and it doesn't work on hard-to-kill weeds - they'll die and then come back. So, I'd recommend either Spectracide's Weed and Grass Killer concentrate or Ortho's Ground Clear or Ortho's Weed & Grass Killer. You will need to purchase a sprayer like the guy is using in the video (above) and adjust the nozzle to spray only the leaves. Do this when it ISN'T going to rain and it ISN'T windy. If you decide to cover the area, use black rubber sheets and hold them down with garden staples or rocks. Heavy plastic bags will work, tarps will not because they allow airflow and water to pass through. If you're really serious about this, lift the covers in about 10 days. If you see anything remotely green, spray again and cover. Be aware that Ground Clear, especially, works for 6 months to a year - so if you want to grow ANYTHING in the treated area, you'd better put it in a pot!
