Hi Gillian - I wanted to something similar and made this jack-o-lantern clock this past year. You could do the same thing without adding the face and leaves... Good luck!

I would try spray adhesive and go lightly on the sparkles until you get the look you want .
You could apply Modpodge (or glue) to the face of the clock and sprinkle on the sparkles of your choice. Want even more sparkle? wait till the first layer dries and add another layer of glue and more sparkles, let dry then finish off with a top coat to cover the sparkles and then ENJOY your "sparkle time".
