I have a fence and 2 dogs and I still get random neighborhood pets roaming through the yard. I get tired of cleaning up messes from animals that aren't mine! It's strange but I know what MY dog's poop looks like and I know that I am not always cleaning up MY dog's poop! If you know who the dogs and cats belong to you can possibly talk to their owners. I have a wireless fence as well as a physical fence to keep my animals in MY yard. I try to be a respectful neighbor.
I once took pictures of the neighbors dogs as they ran the neighborhood. I just wanted him to see that I wasn't making this up. Sadly the dog in question ended up getting hit by a car because he was out running about. If you talk to the neighbors be a nice as possible and ask what can we do to keep their dogs safe? If you are hostile they can get very defensive.
Not much you can do other than confront the owners. You can always turn the hose on them when they come in yard, maybe theyd get the idea they are not welcome
If talking with neighbors gets you nowhere, spray your yard with a strong solution of whole cloves soaked in a gallon of water for several days. Mix it with lemon or rosemary, orange or garlic, for added deterrance.
If this fails, plant Rue around your yard. Animals greatly dislike Rue, which can also be purchased as an essential oil.
