When's best time to cut pyramid ceders?

Whens the best time to cut my pyramid cedars front steps? They r blocking my front window view, I'd like to cut them down a bit. They r roughly 14 ft high. Can I cut them down 7 or 8ft without causing tree damage? I'm a zone 3 manitoba

    The best season for trimming cedar is late winter to early spring when the tree is dormant and not actively growing. Trimming during dormancy is less stressful for the tree so it can heal and recover once the growing season begins.

    No if you cut them in half you may kill them they will go into shock.Avoid topping the tree, if possible, shearing only the top foliage. If topping is necessary to reduce the height significantly, remove less than one-fourth of the tree height. The tree will regrow slowly at the top, so cut in a place that allows the cut top to be hidden or is less obtrusive.Prune overgrown cedar trees carefully; the trees are green only on the outer portion of the branch. If too much green is cut away, it will not grow back and the tree may die. Prune sparingly to shape the tree in the spring, before new growth appears. Trim or shear the tree in the summer. Remove only small amounts of green foliage each year, reducing the size of the tree over the course of several years, if necessary. If a large reduction in size is necessary, remove the tree and replant. Cedar trees (Cedrus spp.) are coniferous trees in the Pinaceae family, capable of reaching 50 to 60 feet or more in height.

      Prune in early spring or mid-summer. Needle evergreens are best pruned in early spring after the ground has thawed and no later than June 15th. When heavy pruning is necessary, prune before new growth begins in early spring so that new growth conceals pruning cuts. To lower the height (no more than 20 percent) Pines are pruned in late spring to avoid excessive bleeding. Spring pruning is best for correcting structural problems, since wound healing is most rapid at this time. Late summer and fall pruning may cause sun scald symptoms (burning of foliage) that appear in late winter. Evergreen trees include pines, spruces, cedars and firs go dormant less conspicuously than deciduous trees. They do not lose their leaves, or needles, in winter, because their dormancy is different. The needles of evergreens are covered with a heavy wax coating to help prevent moisture loss, and the fluids inside the cells contain substances resistant to freezing, essentially evergreen antifreeze. Evergreens shut down for winter dormancy but continue most basic metabolic functions; the plants are super-cool.
