Does your soil need amended to improve drainage?
Do you have foundation/wall leaks?
Do downspouts or gutters leak?
Do you have sufficient air circulation and heat in this space to dry it?
Do you need to run a dehumidifier?
Do you need to re-grade around your foundation, install French drain system, etc.?
Once addressed, you can prime with an appropriate product and paint, or plan to use an appropriate water sealer product for your situation.

I have thre large bathroom mirrors attached to the wall. All of them have some areas of black just under the bottom edges - about 1/4 inch or less.
