How can I apply a weed preventer to a flower bed where I want to seed?

I plant a large annual zinnia bed each year. After working up the soil, is there a weed killer/preventer that I can apply before seeding without preventing the zinnias from sprouting?

You can use Preen, but you need to wait until the zinnias sprout.
Most weed preventatives will prevent ALL seeds from sprouting. You have to turn the soil to work it up to be able to plant anything- so just pull them out.
