Pull off the top, then use goo gone for the rest with a razor scraper.

Use a razor blade scraper to remove the duct tape fabric. The Goo Gone or nail polish remover for the adhesive.

Once you pull the rubber outer membrane off, you'll probably be left with a sticky residue on the glass. Here is a post I wrote about a safe and easy way to remove sticky residue.
A flat blade razor scraper works great.
