The trouble with painting them includes voiding any remaining warrantee, or damaging them. It might be time to consider replacing them. Be sure to use a paint safe for vinyl, if you do paint them.
I was told to use Cif, or a similar cream cleaner, when I had my UPVC windows fitted. I've never tried it, but I should think it is definitely worth a try. But the best option is to ask the manufacturer for advice. I did this when I wanted to learn more about blueskywindows
