It sounds like it has not been prepped properly. How to Prepare the Outside of a House for Painting

    1. Replace and prime any rotten wood.
    2. Scraping or sanding the surface to remove any loose or peeling paint.
    3. Clean the surface thoroughly, removing any mildew or mold.
    4. Repair any imperfections, and caulk any cracks to prevent water damage.
    5. Remove rust from metal trim, and apply a coat of rust preventative primer.

Is it outside or inside? Do you have a picture?

Without a picture it's difficult to ascertain what issue is occurring, if the paint is peeling etc it could be lack of preparation of the wooden surface, priming, sanding.

Are you painting on top of already flaking paint? If so the loose stuff all has to come off before you paint again.

Could be wrong type of paint used, generally an outdoor wood paint that claims to last 5 years will last 2-3 dependant on climate.

Are you painting damp, old, rotten wood? If the wood is damp, moisture will be trapped and cause poor paint adhesion, blistering etc.

Posting some pictures will help the community solve your issue more easily.
