A bird water fountain should be wide and shallow just like a bird bath. The problem is such containers are hard to find and tend to be expensive. Then you need a pump, which can be tiny as long as you are not moving the water much higher or trying to keep the volume of water (Gallons Per hour) the same. All pumps lose volume of water pumped whenever distance or height is increased. As long as your fountain will not be tall you don't have to worry about this.

You need to decide if your pump will be solar powered or connected to an outlet. Solar power allows your birdbath to be away from buildings, and the pumps are inexpensive. But solar powered devices usually float on top of the water and do not work at night. Pumps connected to an outlet work 24 hours; however, they need to be close to the outlet. Finally, remember that water features are not winter-proof. If you have severe freezes where you live you will need to shut down, drain, and perhaps store any fountain over winter.

Below is a diagram of a basic birdbath fountain. The base is a large saucer at least 2 inches deep. Nothing needs to be done to the base saucer. A small pot, just large enough to cover/hide the pump is set upside down in the middle. Before putting this pot in place put several dabs of silicone glue on its rim and allow that to dry completely. This will allow water to flow beneath the pot's edge back to the pump. Drill a hole in the center of the smaller saucer roughly the size of the flexible tubing that will run between the pump and the upper saucer. Glue the bottom of the saucer to the bottom of the pot after aligning the holes. Allow the glue/caulk to dry. Attach the tubing to the pump outlet and run it up through the holes in the pot and saucer. Use the silicone caulk to seal the hole so water cannot drain back through it. Allow all glue/caulk to set up thoroughly. Finally, set the pump and pot/saucer inside the large saucer, and fill it with water. Plug in the pump and check that the water is circulating well, and flowing evenly from every side of the top saucer. If not, check that the fountain is level. Add decorative rocks or glass pebbles to both the base and top saucers to hide the pump cord and the water outlet tubing.
