Yes, you can find many spray paints made just for plastic even at Walmart. I have been amazed at how paints have been improved the past 10 years even! Other paint stores would probably have them too, but my first go for spray paint projects is Walmart. They run about $6 a can for special needs like plastic.
Yes there is. I believe Rustoleum is one brand that makes a spray paint that adheres to plastic. Talk to your hardward store employees.
You could try sand paper rough the sides up then paint it

I agree with everyone who mentioned Rustoleum, I've used it on several types of plastics products and it hold up well. The great thing is, it's easy to touch up as well if you ever need to.
