How to antique white over a red dresser?

Paint the whole thing white. You can use a brown wax to give it an antique look!

If you want to have the red peak through, you can distress it.

Lightly sand with 220 grit sandpaper to remove shine. Wipe clean with a damp cloth. Prime with Kilz primer then paint.

If you don't want any red showing, but you want to distress the white, I would suggest painting the dresser brown (to mimic wood), then shellac, let the shellac dry really well, and then paint white over the shellac.
