Gail, are you talking about the white globes sometimes seen on a ceiling or bath fixture that have bulbs inside that illuminate electrically? If so, i would recommend filling them about 1/3 of the way with light colored sand, then shaking it gently while holding the opening up towards the ceiling. If they have a hole on each end, just place them over the candles!
