Wetting down and scraping is the only way to remove. Cover floors with plastic drop cloths.
You can go over them with new 1/2" drywall. Must use longer screws to catch the ceiling joists.
It's a messy job and the end result is usually a ceiling that needs some work. Had you considered covering it?
