Can I cover penny tiles in my bathroom without removing them?

You didn't mention if the tiles are. Ceramic or Vinyl
sorry - they are Ceramic floor tiles
So sorry, sounds like you have a subfloor issue, really need to remove all the tile and repair floor and make sure your subfloor is made up of at least 3/4" plywood with 1/2" concrete board mortered over plywood. If not done correctly tile will lift and crack.
HI Deon,
It sounds like the people who put them in either didn't prep the old tiles well or didn't use the right method or products for installation. :( To put them back in, you'll need to clean out all of the adhesive that is underneath & grout that was on the edges. Use a notched tile spreader to spread new adhesive on the tile and put it back in place. Use spacers to keep it in place until the adhesive dries. Grout with a grout that matches what you have. Either that or call the people who installed your tile and ask them to fix it. :) Wishing you the best.
Thanks for the reply. I was dreading having to lift them again and it was done more than 2 years ago so the people have probably gone bankrupt already because of their shoddy work.
