You can try to make a slipcover or something but I would re-upholster it if it needs to be. I personally like upholstering better than slipcovering, its just as easy and fits better. If you need help understanding how to remove the old fabric, check out my post....https://karupp-did.net/fabric-removal/.

In this post, I show you how to remove old fabric from a bench. Bench, chairs, it is all so similar in removing the material. With a golf cart, you will want to buy fabric that is a thick vinyl. You will use the old material as a pattern and cut the new fabric according to the same size.

Then check out my post https://karupp-did.net/bench-part-3/

In this post I show you tips and tricks how to staple it all back together. This project was a bench but it will really help you see how to staple to make a nice tight fit.

If there are any curves in the golf cart seat, check out my post https://karupp-did.net/re-upholster-with-white/

This post I go into detail how to re-upholster a seat with a curve with very thick vinyl fabric like what you will want to use.

And if you still want to make a seat cover after seeing that re-upholstery isn't so bad, just take whatever fabric you want to use and cut it the same size as the top of the seat plus .5 inch around the perimeter. Then you will want to sew a skirt around the top of seat fabric that you cut. That way it will fit snug around the seat and hang down slightly. I found an easy tutorial for a seat cover that would work well for your golf cart. Change the sizes of the fabric to fit your needs:

By cover, I am assuming that you are referring to replacing the (probably vinyl covering) rather than sewing an elasticized slipcover.

Sewing a new cover for the golf cart seat can be done, but without a pattern it will not be easy, even for sewers experienced in working with vinyl. As well, it likely has piped edges to provide support and durability. Without the correct pressure feet for your sewing machine, it will be difficult to recreate the tightness and curves in the piping that are needed for a good fit.

Can you get the seat off? If so, then if you remove the old vinyl covering and take it to an upholstery shop, they can use it as a pattern to sew up a new one. You can save some $ by removing the old cover and then putting the new one on yourself, as an upholstery shop will charge labour for both these tasks.

What condition is the foam in the seat? Often re-upholstering jobs for vehicles involve both sewing a new covering, and replacing the foam. But if your seat filling is still good shape, you need not pay for this at this time.
