Cut a piece of styrofoam into a large circle and paint the red on it. Then wrap in cellophane. You can do two, front & back, and attach over the shoulders and under the arms.

Joyce.....Maybe two round pieces of cardboard for front and back. You might use cardboard (narrow) to connect using a good wide tape to hold together inside and out. You will also need to just do so much on sides so you can get in and out at top and bottom. You can buy material for the peppermint look and cover, again using tape to hold. You will have to leave some material, maybe at neck and opposite side at bottom, gather it together as the candy is done to open. Not sure what you would use for the clear wrapper...but you might just wrap saran wrap on those area only. An easier idea would be to wear red and white and make a peppermint hat....would be much easier! Anyway, good luck. Post a picture so we can see how you look.

Used 2" thick foam rubber sheets once to make a sandwich - since they can bend you can too unlike hard stiff options! Paint with acrylic paint in red & if needed white - clear cellophane like that sold at Joanne's or Michaels to make gift baskets with goes over top - attaching straps to hang from shoulders is tricky since the foam rubber rips - we used old panty hose sewed with BIG stitches to the foam to go over the shoulders but a poncho over the head & GLUED to the inside of each piece might work better - but be aware - foam front & back is HOT!
