We had bamboo at my old house. In order to be semi environmentally friendly, we cut off at ground level and doused with salt and agricultural strength vinegar. Took several seasons (I am in Southern California), but it worked. Down side is that it rendered the soil infertile and barren. In our case, that's ok, we just installed landscape fabric, decorative rock and picked up cute plant stands here and there and the area is now a potted plant garden.
good luck.. they are hard to kill, and spread wild fire.. So very invasive.. Don't know of anyone who has had very good luck getting rid of them totally.. sorry
Digging them up would be the best way.
