Sawzall - dig around the stump, waaay down and cut the roots with the sawzall. Note: there will always be one just underneath. Count on it...
Truck - dig around the stump until you can wrap a chain around it. Attach chain to truck and yank it out.
Or the slow path is to use a stump killer and wait a year or two for it to crumble away.
The Texas way is to place a metal garbage can, with the bottom cut out, over the top of the stump and then burn it out.
Rather than trying to remove the whole stump which is costly and really hard to do for a large tree, cut it down to about 4-6 inches above ground. As low as your chain saw will go without damaging the blade. Drill some holes in the stump and pour in some Epsom salts and just let it deteriorate slowly. Place a planter over it for now.
Or call in a stump grinding service. Price depends on size of tree.
If you are looking for the cheap method. Drill some big holes. Fill the holes with driveway salt. Keep them filled. Over time this will break it down. I would not use Epsom salts as that is magnesium Sulfate - very useful as a fertilizer for tomato plants.
