    You can deter them with cat hair if you have access to some extra fluff, you can also use fox urine which you can buy online. Fencing is the best way, but they dig so it needs to be buried 1 foot or so into the soil.

    Try liquid Fence around the garden but not in the garden. It prevents deer as well. Also you will want to add some netting over your plants.
