How do I make a wood picnic table stop peeling paint?

Every year we paint our picnic table and every year it peels by spring. We have tried everything that the people at the paint store says will work but it doesn't.

I use exterior house paint on my picnic table. It will last for a long time. I store my picnic table inside the garage for the winter tipped up on it's side.
Remove all the old finish. Prime with Kilz Original. Paint with RustOleum enamel paint. I used this on a rocker that sits exposed on the porch and it looks like new after 2 years.
Exterior house paint is made for outside weather conditions. Even if you don't store it inside for the winter the painted finish should last like it does on a house.
I have a plastic tarp we fold over our outside table each winter. That just keeps the elements off of the table and seems to help.
You could strip the paint off the picnic table, lightly sand and then prime with Kilz or Zinsser. From there use marine paint, it will stand up to the weather.
I would strip the paint and just seal the wood. You may want to use marine varnish.
