How to remove rocks from under the tree?
I want to remove the rocks from under the tree and replace it with sod. Can I just put some tope soil and compost down first and put the sod on top of it or do I need to remove the rocks first

If you do not remove the rocks first, you will put dirt too high on the tree and smother it. Trees breathe through the bottom few inches on their trunk. It has to be clear or the tree will die. Dig down and remove a few inches of dirt and rocks. Then add the sod.
Depends on how high the rocks are. You can spread them out and just use top soil then sod.
It would really be best to remove the rocks. That way you have a smooth surface that will be easier to care for.
Although sod looks great, if it's heavily shaded it probably will not thrive. Shade loving ground covers are another option.
