I painted my kitchen cabinets with milk paint from General Finishes. I only had to lightly hand sand the cabinets to rough up the existing finish. You can see my tutorial here: http://momhomeguide.com/my-painted-kitchen-cabinets-a-year-later/
A lot of people have used chalk paint but found out it does not last. You will need to do prep work such as lightly sanding and cleaning for a decent paint job.
It's very important to use a good bonding primer like this one! It's my favorite! goes on smooth, water clean up and sticks amazingly well!! Then paint with 2 coats of latex paint.
