You don't say what kind of paper or where you are trying to apply it, but I do decoupage and never have any trouble with wrinkling etc. If you are using a tissue paper that would be more difficult but without knowing more about your project it is hard to give advice.

Hi Cindy, was the copy laser printed? I mean would the ink run if wet? I think I would have put the paper on the cardboard then on the wood. But if done already I would liberally coat the back of the paper with elmers (you can thin it if you like) then carefully line it up with cardboard and try to make it as smooth as you can, you can use the edge of a credit card shape and strength to smooth the glued paper out. Good luck!
