Put some low growing bushes in the background and then plant some pernerials in front of the bushes. Define your flower beds with some pretty pavers. You can plant some annuals in front of the pernerials. Knock out roses are pretty.
As I love gardening and flowers, I'd do a flower bed. I'd enlarge it, clean it all out and decide what type of edging you want along the front. As said above, find out your growing zone and what does bed in the area as well as how much sun this bed gets. Pick brains at the nursery!

If you really want flowers, intersperse some purple sage and French marigolds, which also repel bugs.
Autumn Joy sedum will give you greenery, Fall color, and texture, as well. You can plant summer annuals between the sedums.
Tall, medium, and short perennials, back to front. You can choose your colors. Match or mix. Use sedums for ground cover instead of mulch. There are several hardy sedums that don't get tall and need no maintenance. They bloom, too! Look for perennials with colorful foliage as well as flowers. I have a penstemon (don't know varietal name, sorry) that has purplish foliage and pink flowers. Love it! It is a tall plant.
I would clean out the garden, make it a little wider and put in some evergreen and flowering shrubs that grow well in your area. Plant perennials around them. Make a nice edge with garden blocks to define it. Plant grass or sod in front of the garden.
