Indoor or outdoor? I grow many herbs, both in ground and in pots in my back yard. I just pick a spot where I know they will grow and plant them. For the ones I start from seed, I prepare in January so they will be ready to transplant to either a pot or ground when the weather is right. Mind you I am in zone 9 in Southern California- so my growing season is long.
