It's a constant battle. I've been working on moving things off the dresser into the drawers in the bathroom. Removing items that I don't need "out" but if it needs to be out, I have a small tray I'm allowing - no more than will fit in it.
I would make piles of what you need to keep, what you can donate, and what can be thrown out. Then I would get some small drawer organizers to organize all the items you are keeping.

Get small baskets for the drawers to keep the clutter sorted
You will have to sort through it and put the stuff where it belongs, then avoid the temptation of putting stuff there again on a daily basis.
