You can use liquid starch and fabric. Use it like wallpaper. Poor starch in bucket. Dip fabric in bucket. Wipe off excess starch. Smooth fabric on wall. Let dry. Cut off/trim fabric at cabinet and countertop. When you move, just peel the fabric off the wall.
If you already know that you cannot use rub-ons, it sounds to me like the rules are fairly strict already. Unfortunately, with a backsplash, you can cause more damage to the walls if it is not made or installed correctly.
Before you do anything, be sure to get in writing from the landlord, exactly what you can do, as far as making any improvements or changes. Double check your rental agreement as well for any specific wordings that may refer to making any changes to the decor.
You could install press and stick tile or contact paper on stiff pieces of cardboard or thin plywood (cut to fit your backsplash area) and then velcro those to the wall. The velcro should easily peel off when you are ready to move. Good luck! :)
Stick-on velcro will most likely take the wall paint off with it when peeled away.
